Non-Immigrant Visa Requirements
I. Non-Immigrant Visa Requirements for Temporary Visitors to the Philippines / 9(a)
Basic Requirements
- Original passport and photocopy of its data page. The passport must be valid for at least six (6) months beyond the intended period of stay in the Philippines;
- Duly accomplished non-immigrant visa application form with visa applicant’s signature;
- Two (2) pieces of passport-size color photographs of the visa applicant, taken within the last 3 months, pasted in the designated box in the application form;
- Temporary Visitor Coming For Pleasure
Applicants proceeding to the Philippines for a legitimate, non-immigrant purpose such as sightseeing, amusement, sports and recreation, health reasons, or to visit family and friends, should present the basic requirements together with the following additional supporting documents with English translation, if written in any other language:

B. Temporary Visitor Coming For Business
Foreign travelers coming to the Philippines for the purpose of attending international conferences, scientific, education, commercial, and/or professional workshops, conventions, lectures, contract negotiations, and other business meetings and company-related activities of similar nature, need to submit the basic requirements together with the following documents:
If being sent to the Philippines by a Cambodian-based company/corporation:
- Letter of Endorsement from the Cambodian-based company/employer certifying the visa applicant’s employment with the company, the purpose of travel/nature of the business trip to the Philippines, flight details, and place of residence/hotel while in the Philippines (and photocopy of work permit, if applicable).
If being invited by a Philippine-based company/corporation:
- Letter of Invitation from the Philippine-based business partner/entity/counterpart company. The letter should include the reference person(s) in the Philippines, flight details, and place of residence/hotel while in the Philippines, and guarantee the foreign visitor’s compliance with Philippine laws and photocopy of work permit, if applicable).
Note: Foreign tourists are not permitted to study, practice their profession or seek employment in the Philippines without appropriate clearance/Study Permit or Special Work Permit from the Philippine Bureau of Immigration. Foreigners who shall receive compensation from Philippine sources after having been admitted to the Philippines under a category 9(a) temporary visit visa need to coordinate with their Philippine office counterpart for the issuance of a Special Work Permit (SWP) as may be deemed necessary by the Philippine Bureau of Immigration.

II.Non-Immigrant Visa Requirements for Foreign Government Officials / 9(e)
An accredited official of a foreign government recognized by the Philippines, who is a citizen of the country whose government he represents, proceeding to the Philippines on official business for his/her government, needs to submit the following:

Visa Requirements for Incoming Foreign Government Officials (FGOs) Travelling for Posting and Assignment in the Philippines
- Official written notification of the impending assignment of the FGO, via a diplomatic Note at least thirty (30) days in advance of expected travel to the Philippines. The Note should state the particulars of the visa applicant:
i. his/her official designation in the mission/consular office in the Philippines;
ii. his/her expected departure date from the country of origin;
iii. expected duration of assignment in the Philippines;
iv. the complete name and designation of the official he/she is coming to replace (or if he/she is an additional official being deployed in the Sending State’s mission/consular office in the Philippines); and
v. In the case of qualified dependents: that the visa applicant is travelling to the Philippines to join and live with the principal for the duration of the principal’s assignment.
2. Duly filled-out application form (with two (2) photographs).
3; Clear photocopy of the visa applicant’s diplomatic/service/official passport.
4. Supporting documents to establish family ties, marital union, employee-employer relations, etc. as may be deemed necessary, in order to properly ascertain appropriate visa type per existing rules and regulations.
NOTE: Appropriate 9(e) visas can be issued to arriving FGOs, qualified dependents and members of the official’s household only after the receipt of appropriate authority from the Department of Foreign Affairs in Manila. A representative of the foreign government official (other than a duly registered travel agency) may submit the visa application documents at the Embassy, upon presentation of a duly-signed letter of authority.
III. Non-Immigrant Visa Requirements for Long-term Regular Academic Programs / 9(f)*
Student Visa Applicants must be a foreign national who is at least eighteen years of age who seek to enter the Philippines temporarily and solely for the purpose of taking up a course of study higher than high school at a university, seminary, academy, college or school, permitted by the Commissioner of Immigration to accept foreign students. Prior approval from the Department of Foreign Affairs is required prior to issuance of a visa under this category.
* NOTE: If the visa applicant will be undertaking non-degree courses and/or short courses in the Philippines, they will be issued a 9(a) temporary visitor’s visa and the applicant will secure a Special Study Permit (SSP) from the Bureau of Immigration in the Philippines to allow them to study.
Basic Requirements
- Original passport and photocopy of its data page. The passport must be valid for at least six (6) months beyond the intended period of stay in the Philippines;
- Duly accomplished non-immigrant visa application form with visa applicant’s signature;
- Two (2) pieces of passport-size color photograph of the visa applicant, taken within the last 3 months, pasted in the designated box in the application form;
In addition to the above listed basic requirements, the following documents are to be presented:
- Original and photocopy of the accepting Philippine school’s Notice of Admission (NOA).
- Original and photocopy of the Certificate of Admission and Eligibility (CAE) issued by the Commission on Higher Education (CHED, if enrolled in courses/programs where restrictions exist due to shortage of facilities (i.e. medicine, dentistry).
- Police clearance issued by the Cambodian police authorities. (This document must undergo authentication processing at the Philippine Embassy. Additional charges will apply.)
- Original and copy of medical health certificate (FA Form No. 11 available from the Visa Unit) accomplished by a General Practitioner. The medical certificate must also include the x-ray film, laboratory reports, etc. The certificate will be acceptable within six (6) months from the date the examination was conducted. (This document must undergo authentication processing at the Philippine Embassy. Additional charges will apply.)
The student applicant must directly apply for admission to his/her Philippine educational institution of interest. The accepting Philippine school shall forward the application package to the Commission on Higher Education (CHED) for approval. Once approved, the application package shall be endorsed by CHED to the Department of Foreign Affairs (DFA). The DFA will inform the Philippine Embassy for issuance of the student visa. The Philippine Embassy shall then notify the student accordingly.
The Philippine Embassy does not endorse applications for admission to any school in the Philippines. Please refer to the admitting school authorities for specific details of their foreign student admission programs.
IV. Non-Immigrant Visa Requirements for Pre-Arranged Employment / 9(G)
Aliens proceeding to the Philippines to engage in any lawful occupation be it for wages or salary, or other forms of compensation where bona fide employer-employee relations exist fall under this category of entry visa. Applicants may range from various professions, inclusive of medical practitioners, nurses, professors, technical experts, scientists and other skilled professionals for banking, commercial, industrial, agricultural, business, and similar enterprises. Prior approval from the Department of Foreign Affairs is required prior to issuance of a visa under this category.
Procedure:
- The employing corporation in the Philippines shall file the application for a pre-arranged employment visa under category 9(G) of the Philippine Immigration Act, and submit the necessary documents to the Philippine Bureau of Immigration (B.I.). Documentary requirements and fees may be checked at the Bureau of Immigration website: http://immigration.gov.ph/visa-requirements/non-immigrant-visa/pre-arranged-employment-visa/conversion-to-pre-arranged-employee-commercial
- After assessment and evaluation of the submitted documents, approved applications are communicated by the B.I. to the Department of Foreign Affairs, Manila.
- The Department of Foreign Affairs gives authority to the corresponding Philippine Embassy for the issuance of a 9(G) visa abroad.
- The foreign applicant reports to the Philippine Embassy’s Consular Section, for the filing of his/her visa application.
- The foreigner issued a 9(G) visa by the Philippine Embassy in Phnom Penh shall register with the Philippine Bureau of Immigration for the issuance of appropriate certificates/alien registration card, within seven (7) days upon arrival in the Philippines.
Visa Requirements for the issuance of a 9(G) visa to an applicant in Cambodia:
- Original passport and photocopy of its data page. The passport must be valid for at least six (6) months beyond the intended period of stay in the Philippines;
- Duly accomplished non-immigrant visa application form with visa applicant’s signature;
- Passport-size color photograph of the visa applicant, taken within the last 3 months, pasted in the designated box in the application form;
- Letter of Endorsement from the accepting/employing company or organization based in the Philippines, duly notarized by a Philippine notary public.
- Police clearance issued by the Cambodian police authorities. (This document must undergo authentication processing at the Philippine Embassy. Additional charges will apply.)
- Original and copy of medical health certificate (FA Form No. 11 available from the Visa Unit) accomplished by a General Practitioner in Cambodia. The medical certificate must also include the x-ray film, laboratory reports, etc. The certificate will be acceptable within six (6) months from the date the examination was conducted. Reminders:
- Additional documents may be required if and when deemed necessary by the visa officer.
- Written authority from DFA Manila must first be received by the Embassy before issuance of a visa under this category can be made.
Visa-Free Entry for Temporary Visits
The following guidelines provide information on the entry of foreigners as temporary visitors to the Philippines without a visa.
Temporary visits refer to periods of stay generally NOT exceeding 59 days for purposes of attendance to conferences, company meetings, workshops/seminars, medical treatment, and those trips of a personal nature for pleasure, such as tourism/sightseeing, visiting relatives and/or friends, recreation and amusement.
Foreign minor children below fifteen years of age travelling to the Philippines alone, or unaccompanied by either parent must secure a Waiver of Exclusion Ground.
A Waiver of Exclusion Ground (WEG) is required for alien minors below fifteen (15) years of age, travelling unaccompanied by, or not joining his/her parent(s) in the Philippines, regardless if the minor needs an entry visa or not. Waiver of Exclusion Ground applications are processed and approved by Philippine immigration authorities at the port of entry, after submission of an affidavit of support and guarantee with consent to travel and supporting documents.
Either parent or the child’s legal guardian may execute the affidavit before a consular officer at the Philippine Embassy, therein stating that the child will be travelling to the Philippines either alone, or accompanied by a duly appointed travel companion, along with the child’s place of residence while in the Philippines.
Philippine Immigration authorities currently charge Php 3,120.00 (three thousand and one hundred twenty Philippine Pesos per child) for the processing and approval of the WEG.
A. 30-Day Visa-Free Entry for Temporary Visit
Nationals of the countries listed below who are traveling to the Philippines for business or tourism purposes are allowed to enter the Philippines without visas for a stay not exceeding thirty (30) days, provided (1) they hold valid tickets for their return journey to port of origin or to their next port of destination, and (2) their passports are valid for a period of six (6) months beyond their contemplated period of stay in the Philippines.
* By virtue of the Philippine Bureau of Immigration’s announcement (http://www.immigration.gov.ph/faqs/travel-req), nationals of the countries marked with an asterisk or asterisks may be admitted into the Philippines with passports of less than six (6) months validity from date of arrival.
** Nationals of Israel and Brazil are visa-free for a period of fifty-nine (59) days from entry, pursuant to existing bilateral agreements with the Philippines.

Upon arrival in the Philippines, citizens of the above-listed countries who wish to stay longer than thirty days can apply for an extension at the nearest Bureau of Immigration office. Alternatively, they can submit an application for a temporary visitor’s visa at the Philippine Embassy’s Consular Section prior to departure from Cambodia.
All other foreign travelers with passports issued by countries not listed above need to secure an appropriate visa before traveling to the Philippines.
B. 14-Day Visa-Free Entry for Citizens of India on Temporary Visit
Effective 13 April 2015, nationals of India travelling to the Philippines as a temporary visitor may be granted a visa-free entry for an initial stay not exceeding fourteen (14) days, provided they possess the following:
- Either a valid Australian, Canadian, Japanese, Singapore, UK, U.S. visa or permanent residence permit;
- A national passport valid at least six months beyond the contemplated stay in the Philippines;
- Return or onward ticket to the next country of destination;
- No derogatory record with the Philippine Bureau of Immigration (BI), the National Intelligence Coordinating Agency (NICA), and the International Police (INTERPOL);
The 14-day visa-free entry may be extended by an additional seven (7) days for a maximum of twenty-one (21) day stay.
The visa-free entry may be availed in any port of entry (major international airports and secondary international hubs (SIHs), as well as in seaports by passengers on board cruise ships/vessels).
However, this type of admission cannot be converted to other types of visa categories.
Indian nationals intending to stay longer in the Philippines need to secure an appropriate entry visa from the Philippine Embassy.
C. 7-Day Visa-Free Entry for Temporary Visit (Tourism/Business)
The following are allowed to enter the Philippines for pleasure and recreation purposes (as tourists or to visit friends or relatives), and/or business (of commercial, industrial or professional character) of a temporary nature without a visa for a stay not exceeding seven (7) days, provided they hold valid tickets for their return journey to port of origin or next port of destination and their passports are valid for a period of at least six (6) months beyond the contemplated period of stay:
- Holders of British National Overseas (BNO) passports
- Holders of Macao-Portuguese passports
- Holders of People’s Republic of China passports coming for tourism purposes only and with either a valid Australian, Canadian, Japanese, Schengen, or US visa
D. 14-Day Visa-Free Entry for Temporary Visit (Tourism/Business)
The following are allowed to enter the Philippines for pleasure and recreation purposes (as tourists or to visit friends or relatives), and/or business (of commercial, industrial or professional character) of a temporary nature without a visa for a stay not exceeding fourteen (14) days, provided they hold valid tickets for their return journey to port of origin or next port of destination and their passports are valid for a period of at least six (6) months beyond the contemplated period of stay:
- Holders of Hong Kong Special Administrative (SAR) passports
- Holders of Macao Special Administrative Region (SAR) passports
D. Visa-Free Entry for Foreign Nationals with Emergency Passports
Temporary visitors from countries whose nationals may enter the Philippines visa-free under E.O.408 (listed above) holding Emergency Passports issued temporarily by their own governments, may be allowed entry without a visa, provided that their emergency passport is valid for at least 6 months and is to be used from the country of origin to the Philippines and back, and that an outbound ticket can be presented at the port of entry in the Philippines.
E. Balikbayan Program
The Philippines has instituted the Balikbayan Program (through Republic Act 6768), under the administration of the Department of Tourism to attract and encourage overseas Filipinos to come and visit their country of birth.
Under this program, Balikbayans (overseas Filipinos and former Filipino citizens who had been naturalized as a citizen of a foreign country), including their spouse and unmarried children, can avail of certain benefits and privileges when they visit / return to the Philippines. The privileges include the following:
- Tax-free maximum purchase in the amount of One thousand United States dollars (US$1,000.00) or its equivalent in other acceptable foreign currencies at Philippine duty-free shops subject to certain limitations as specified in Section 4 of RA 6768;
- For foreign passport holders with the exception of certain nationals*, visa-free entry to the Philippines for a period of one (1) year;
- Travel tax exemption as provided under Presidential Decree No. 1183, Executive Order No. 283, and other allied laws;
To avail of the visa-free entry with an allowed period of stay of up to one year, the foreign spouse and/or child of the overseas Filipino/former Filipino must observe the following requirements:
- Must travel together with the Filipino or former Filipino spouse or parent;
- Must travel with a valid passport with a period of validity not less than six months beyond the contemplated period of stay in the Philippines;
- Must be able to present a return ticket to country of origin or next country of destination;
- Must be able to show proof of blood relation to the overseas Filipino/former Filipino spouse or parent (i.e. PSA/NSO Marriage Contract / Report of Marriage, Birth Certificate) to the satisfaction of the immigration authorities at the port of entry.
The overseas Filipino/former Filipino must be able to show proof of current Philippine citizenship (i.e. valid Philippine passport) or former Philippine citizenship as applicable (i.e. NSO Birth Certificate, old Philippine passport etc.) to the satisfaction of the immigration port authorities.
Important Note:
- The term “balikbayan” shall mean a Filipino citizen who has been continuously out of the Philippines for a period of at least one (1) year, a Filipino overseas worker, or a former Filipino citizen and his family, as this term is defined hereunder, who had been naturalized in a foreign country and comes or returns to the Philippines; and
- The term “family” shall mean the spouse and the children of the balikbayan who are not balikbayan in their own right traveling with the latter to the Philippines.
- *Family members of Balikbayans as well as former Philippine citizens who acquired the citizenship of countries NOT LISTED under E.O. 408 (please see the matrix of countries under the 30-day visa-free entry subsection in this website) are not entitled to the Balikbayan privilege. THEY MUST SECURE APPROPRIATE ENTRY VISAS PRIOR TO THEIR TRAVEL TO THE PHILIPPINES.
- Furthermore, nationals who are subjects of deportation/blacklist orders of the Philippine Bureau of Immigration are not covered by the Balikbayan privilege.

Please note that thePhilippine Embassy WILL NOT Expedite the visa processing to accommodate the visa applicant’s flight schedule nor refund the visa application fee if the visa is issued later than your flight departure date or if the visa application is denied. - Copy of Certificate of Legal Capacity to Contract Marriage (CLCCM) (please refer to the said section above)

E. REPORT OF DEATH
REQUIREMENTS

- Original and three (3) copies of passport and visa of the deceased

A. Acknowledgment of Employment Contracts
PRIMARY DOCUMENTARY REQUIREMENTS
- Personal appearance of the principal signatories in the contract;
- Copy of the Philippine passport and the valid Cambodian work visa of the Filipino employee;
- Copies of the employer’s passport and valid Cambodian work visa, if he/she is non-Cambodian. If the signatory is a Cambodian citizen, a copy of the National ID Card would suffice;
- Copy of valid Company Registration with the Ministry of Commerce of Cambodia or with other relevant Cambodian government entities;
- Valid work permit of the Filipino employee reflecting the name of his/her company (Note that: 1. SELF-EMPLOYED status is not considered an OFW per the DMW; and 2. Work permits must be VALID);
- Copy of last Overseas Employment Certificate (OEC) issued by the Department of Migrant Workers, if applicable;
- Original employment contract compliant with the minimum provisions prescribed by the DMW;

SUPPLEMENTARY DOCUMENTARY REQUIREMENTS
- Foreign worker quota as approved by the Ministry of Labour and Vocational Training (MLVT), if the worker is new in the company
- If the employer is not present in Cambodia or unable to accompany the worker to the Embassy, an Authorization Letter must be executed by the employer stating that the company is assigning a representative to co-sign the worker's employment contract and transact with the Philippine Embassy on the employer’s behalf.

C. Authentication of documents issued in Cambodia for use in the Philippines

- Document(s) to be authenticated bearing the seal, signature, and name of an Embassy-accredited Cambodian Notary Public or by the duly-authorized signatory of the Consular Department of the Ministry of Foreign Affairs and International Cooperation (MFAIC)

D. Affidavit of Invitation and Support (for purposes of presentation to the Bureau of Immigration in the Philippines)

- Personal appearance of the affiant
- Valid passport with photocopy of the data page of the affiant and of the invitee
- Proof of relationship with the invitee (e.g. birth certificate, marriage certificates, etc.)as well as the passport of the invitee with photocopy of the data page
