In his meeting with H.E. Pa Socheatevong, Governor of Phnom Penh City, on 30 November 2015, Ambassador Christopher B. Montero conveyed the proposal of the Quezon City government to forge a sister-city relationship with Phnom Penh. Ambassador Montero cited the potentials for a mutually-beneficial cooperation, especially in the areas of education, health, media, and trade. Governor Pa welcomed the proposal and expressed eagerness to work towards its realization.
Ambassador Montero likewise took the opportunity to thank Governor Pa for the warm hospitality extended to the more than 4,000 Filipinos living and working in Phnom Penh, as well as for the thriving business environment favorable to Filipino companies that have established a presence in the capital. in response, Governor Pa noted that Filipinos are welcome to live in Phnom Penh and expressed the City Government's readiness to assist the Filipino community in whatever way it can.
