Pursuant to Joint Resolution No. 03 of the Congress of the Philippines approved by the President on February 17, 2015, and after due publication of the same in the Official Gazette on March 23, 2015, the Human Rights Victims’ Claims Board (HRVCB), through HRVCB Resolution No. 003-2015, has set the extension of the period to file applications by human rights violations victims (HRVVs) during Martial Law –
TO COMMENCE ON APRIL 8, 2015.
TO TERMINATE ON MAY 30, 2015.
HRVCB will resume accepting applications from claimants abroad on the said dates through the following procedures:
1. Pre-submission

a) Accomplished Application Form;
b) Detailed affidavit or sworn statement narrating the violation/s and affidavits of witnesses with personal knowledge or co-detainees (if any);
c) Other proof of violation/s such as warrants of arrest, court orders, news clippings and other similar supporting documents;
d) Proof of identity and, if applicable, affiliation to the victim such as, but not limited to, Passport, Birth Certificate, Marriage Certificate and Government-issued IDs; and
e) Recent 2”x2” ID Photo and specimen signature.
2. Pre-evaluation/Notarization
At the Main Office (in Manila), the submitted files will be forwarded to the paralegal officer for pre-evaluation. The paralegal will examine the submission and advise the applicant on the next step of the application and/or should there be other documents that need to be submitted.
Once the documents are complete, the applicant will be advised to go to the Embassy or the nearest Consular Office for Notarization of pertinent documents and other legal action needed for the process of filing. Bulk notarization fee of twenty five dollars ($25) will be shouldered by the applicant. All the affidavits/sworn statements and other supporting documents, including photocopies, should be included in the attestation and notarization.
3. Submission of Hard Document
Upon completion of the abovementioned process, the hard copies of the complete application form and supporting documents must be sent to the HRVCB Main Office: E. Virata Hall, E. Jacinto St., UP Campus, Diliman, Quezon City 1101, Philippines. Upon receipt, the same will be verified and encoded. Finally, an electronic copy of your Acknowledgement Receipt will be sent thru email as proof of the completed application for reparation and recognition with the HRVCB.
