13th Multi-agency Service Mission (MASM)

25 - 26 March 2023

The Philippine Embassy is pleased to announce the conduct of the 13th Multi-Agency Service Mission (MASM) on 25 - 26 March 2023, from 8:00 am to 5:00 pm at the Multi-purpose Hall of the Embassy, No. 182 Norodom Boulevard, Sangkat Tonle Bassac, Khan Chamkarmon.

Included in this year’s MASM are the following agencies and their services

  1. Department of Migrant Workers (DMW) including POEA and OWWA for the issuance of the OEC and other DMW-POEA-OWWA frontline services
  2. Pag-IBIG Fund for membership, updating of contributions, and inquiries regarding benefits and services to members
  3. Professional Regulation Commission (PRC) for renewal of professional identification card, replacement of professional identification card, board exam application, and request of original copy of Lupon or Registration Certificate
  4. Land Transportation Office (LTO) for renewal of expired Philippine driver’s license, including the conduct of a two-day seminar, on-site, for the issuance of a student driver’s license.
  5. Philippine Statistics Authority (PSA) to receive applications for Philippine Civil Registry documents (birth certificate, marriage certificate, CENOMAR, etc.)
  6. Bureau of Immigration for inquiries regarding entry and exit requirements

The Embassy will also be offering the Acknowledgment of Employment Contracts ONLY (for purposes of OEC issuance) on both dates.

Please note that in accordance with POEA Memorandum Circular Nos. 02-2019,  and 24-2021, the POEA team visiting Cambodia may only issue OECs to Overseas Filipino Workers who have previously registered with POEA and/or those who only changed employers/job sites. First time OEC applicants can only process their OECs in a POEA branch in the Philippines

  1. Each participating agency has their own separate requirements for availing their services. Please consult the following links for further information:
  1. All applicants must set an appointment for each service to be availed of at https://phnompenhpe.setmore.com/

 

  1. The DMW-POEA has a separate appointment system for the issuance of the OEC. Please follow the following steps to obtain an OEC appointment: 
  • Under E-registration, onlineservices.dmw.gov.ph, click "Let’s go".
  • Under log-in, input the log-in details.
  • Select Balik-Manggagawa on the upper right corner of the screen.
  • Then input the details as required.
  • Select Singapore as the processing site.
  • Click the calendar icon, select any date nearest to 25 or 26 March 2023 or click "Nearest Available"
  • Choose an appointment from the available dates
  1. To facilitate the processing of the Acknowledgement of Employment Contract and the issuance of the OEC, applicants MUST submit the requirements for pre-processing via email at This email address is being protected from spambots. You need JavaScript enabled to view it. with the subject: MASM-Employment Contract. Requirements can be viewed here: https://phnompenhpe.dfa.gov.ph/consular-services/notarials-and-attestations (Letter C, No.2). Failure to submit via email the requirements for pre-processing will severely delay the issuance (or lead to the non-issuance) of your OEC.
  1. Applicants for a student driver’s permit are required to present a medical certificate. The LTO will accept a medical certificate IN ENGLISH from any practicing physician in Cambodia.

  1. All applicants are encouraged to wear a face mask when entering the Embassy.
