The Philippine Embassy will be conducting the 12th Multi-Agency Service Mission (MASM) on 18 and 19 June 2022, from 8:00 am to 5:00 pm at the Multi-purpose Hall of the Embassy, No. 182 Norodom Boulevard, Sangkat Tonle Bassac, Khan Chamkarmon.
Included in this year’s MASM are the following agencies and their services[1]:
- Philippine Overseas Employment Administration (POEA) for the issuance of the OEC and other POEA frontline services.[2]
- Social Security System (SSS) for membership, updating of contributions, and inquiries regarding benefits and services to members.
- Land Transportation Office (LTO) for renewal of expired Philippine driver’s license, including the conduct of a two-day seminar, on-site, for the issuance of a student driver’s license.
- Philippine Statistics Authority (PSA) to receive applications for Philippine Civil Registry documents
- Philippine Health Insurance Corporation (PhilHealth) for membership and inquiries regarding benefits and services to members
- Overseas Workers Welfare Administration (OWWA) for registration and renewal of OWWA membership.
The Embassy will also be offering the Acknowledgment of Employment Contracts ONLY (for purposes of OEC issuance) on both dates.
IMPORTANT REQUIREMENTS; PLEASE READ:
- To facilitate the processing of the acknowledgement of employment contracts and the issuance of the OEC, applicants MUST submit the requirements for pre-processing via email at This email address is being protected from spambots. You need JavaScript enabled to view it. with the subject: MASM-Employment Contract. Requirements can be viewed here: https://phnompenhpe.dfa.gov.ph/consular-services/notarials-and-attestations (Letter C, No.2). Failure to submit via email the requirements for pre-processing will severely delay the issuance (or lead to the non-issuance) of your OEC.
- In keeping with the “one-stop shop” concept of the MASM, the Embassy has invited Dr. Charlotte Dizon of Prestige Hospital to conduct a medical exam and issue the medical certificate required for the PH driver’s license. Her consultation fee is USD$15.00. She will be at the Embassy on 18 and 19 June, from 9:00 am to 4:00 pm. Please note that the LTO will also accept a medical certificate (in English) from any practicing physician in Cambodia.
- To prevent the spread of the COVID-19 virus, all applicants are required to wear a face mask when entering the Embassy and subject themselves to a temperature check at the entrance. Applicants with a temperature reading higher than 37.7 degrees will not be allowed to enter the Embassy.
- Except for OEC services, all applicants must set an appointment at https://phnompenhpe.setmore.com/ . Walk-ins will only be accepted from 3:00 to 5:00 pm on a first-come-first-served basis.
- To further facilitate the processing of all applications, please ensure that you have all the required documents and photocopies on hand.

[2] Please note that in accordance with POEA Memorandum Circular 02-2019, the POEA team visiting Cambodia can only issue OECs to Overseas Filipino Workers who have previously registered with POEA and/or those who only changed employers/job sites. First time OEC applicants can only process their OECs in a POEA branch in the Philippines
