Advisory: Applications for Poll Watchers

            The Philippine Embassy informs the Filipinos in Cambodia of the following requirements for accreditation of official poll watchers during the overseas voting for the 2022 Philippine National Elections, which will be held from April 10 to May 9, 2022:

  • Every registered political party or coalition of political parties fielding candidates, accredited political party, sectoral party/organization participating in the party list system, candidate, accredited citizen’s arm and accredited OFW organization shall be entitled to one (1) watcher at any given time during the voting and counting of votes.
  • The deadline for submission of applications is on 5 April 2022, Tuesday.

  • Brief CV of the watcher;
  • Official appointment of the watcher signed by the candidate or the duly authorized representative of the party, organization, candidate, citizen’s arm or coalition who appointed them; and
  • clear photo (head shot) of the watcher for the preparation of the IDs.

Accreditation of watchers is provided for under Article V of COMELEC Resolution No. 10750 (General Instructions for the conduct of manual voting and counting of votes at Philippine Embassies/Consulates overseas), which states that poll watchers must have the following qualifications:

  • An overseas voter in the Post where the person is assigned;
  • Of good moral character and reputation;
  • Not been convicted of any election offense or any crime;
  • Able to write and read English or Filipino; and
  • Not related within the fourth civil degree of consanguinity or affinity to the Chairperson or to any member of the Special Board of Election Inspectors (SBEI) in the Embassy where he/she seeks appointment as a watcher.
