EXTENSION OF LOCKDOWN MEASURES IN

PHNOM PENH AND TA KHMAO CITY

(as of 27 April 2021)

 

 

The Philippine Embassy in Phnom Penh, Cambodia informs all Filipinos in Cambodia that the Royal Government of Cambodia has decided to extend the lockdown in Phnom Penh and Ta Khmao City of Kandal Province until 5 May 2021. Below are the relevant portions of the Decision issued regarding this:

“Article 2 - Lockdown areas

Lockdown areas are classified into:

Red Zone which are heavily affected

Orange Zone which are moderately affected

Yellow Zone which are slightly affected

Article 3 - Red Zones

During the lockdown, below are the measures to be implemented in the “Red Zones”:

  • All individuals are prohibited from leaving their houses/residences, except the following:
  • Health emergency;
  • Traveling to meet health officials for COVID-19 swab test or vaccination against in the closes areas in the “orange zone” as determined and approved by the authorities;
  • Travel of authorized government officials and police officers;
  • Travel for the purpose of emergency aid distribution by the Phnom Penh and Ta Khmao Lockdown Committee (Committee);
  • Travel of public and private health officials and personnel, including medicine supply with an approval letter from the Ministry of Health (MOH);
  • Travel of public and private emergency health officials and personnel with an approval letter from MOH;
  • Travel of firefighting officials and personnel;
  • Travel of officials and personnel of clean water, electricity, and food supply services with an endorsement letter;
  • Travel of officials and personnel for the entry and exit of national strategic goods warehouse with approval from the Committee;
  • Travel of noodle-producing establishment staff with approval from the Committee;
  • Travel of alcohol and oxygen-producing establishment staff with approval from the Committee;
  • Travel of cooking gas suppliers and distributors with approval from the Committee;
  • Travel of garbage collection and transporting staff; and
  • Return to one’s residence after completing quarantine process or patients leaving hospitals or clinics in or out of the “red zone” with facilitation from the authorities.

All alcohol-involved gatherings are prohibited.

Article 4 – Orange Zones

           

During the lockdown, below are the measures to be implemented in “Orange Zones”:

  • Traveling for business or professional activities, which are allowed under the Article 3 with the approval letter from the Phnom Penh and Ta Khmao Lockdown Committee, identification documents, and employment certificate with the traveler’s name, occupation and type of business issued by relevant business entities;
  • Traveling for work for public institutions with identification documents and letter from the institution;
  • Traveling to food stores, counters, and other stores selling daily necessities with approval from the local authorities. Such travel is permitted for not more than two (2) people from each home/residence with and not more than three (3) times per week in the closest geographical areas of one’s residence with national ID car/identification documents;
  • Traveling to hospitals, health centers, maternity wards or clinics for emergency health reasons within the lockdown areas. Such travel, in or out of the lockdown areas, is permitted if approved by the lockdown authorities and limited to not more than four (4) people for each case, strictly complying with health measures;
  • Traveling to meet health officials for COVID-19 swab test or vaccination against in the closes areas in the “orange zone” as determined and approved by the authorities;
  • Traveling for the purpose of public benefit or other necessary purposes requested or determined the authorities;
  • Individual sport activities within one’s residence/house and avoid gathering of two people;
  • Traveling diplomats, officials of foreign representative offices/Embassies, UN Agencies, International Financial Institutions, International Organizations and International NGOs by presenting documents indicating identification documents and employment papers and may be accompanied by a Cambodian driver;
  • Traveling reporters by presenting identification documents, employment certificates, and approval/travel permit from the Ministry of Information;
  • Return to one’s residence after completing quarantine process or patients leaving hospitals or clinics in or out of the “orange zone” with facilitation from the authorities; and
  • Traveling due to other necessary or emergency purposes with prior approval from the competent authorities handling lockdown.

Traveling for such the above-mentioned purposes are permitted in the “orange zone” to cross “yellow zone”; however, leaving the “orange zone” by crossing the “red zone” or leaving Phnom Penh or Ta Khmao City are permitted in cases under Section 1 of Article 3 and Article 6 of the Decision.

 

All business activities that are not basic necessities shall be prohibited during the lockdown with the following exceptions:

  • Activities by public institutions, armed forces, sub-national administrations, and health workers;
  • Factories, enterprises, or establishments, which produce medicines and medical equipment, including face masks, alcohol and oxygen;
  • Factories, enterprises, or establishments, which produce food as well as slaughter houses;
  • Activities pertaining to provisions of public service, including firefighting, electricity, and water supplies, port, and garbage collection;
  • All online employment, profession, and business activities with limited number of staff;
  • Deliveries/supplies of basic necessities, such as organized wholesaling markets, food markets or stores, marts, restaurants providing takeaway, gas station or other establishments supplying necessary items must be approved by relevant authorities;
  • Supplies of basic necessities, including public and private emergency service, health and pharmacy service, post-telecommunication, bank and financing service, and other basic daily services permitted by a competent authority, but shall be subject to limited number of staff;
  • Guesthouse and hotel services, but shall be subject to limited number of staff;
  • Food delivery services in the lockdown areas, but will not allow to transport any passenger;
  • Public strategic goods transportation;
  • General goods transportation going in and out of lockdown areas for social and economic purpose of the country;
  • Goods and food warehouse maintenance and management are permitted, subject to a limited number of staff; and
  • Other necessary occupation or business activities approved by the authorities.

All alcohol-involved gatherings are prohibited.

Travel bans are implemented in the “orange zone” by temporarily suspending all traffic flow and business activities from 2000H to 0500H except in the following cases:

  • Travel of authorized government officials and police officers;
  • Health emergencies
  • Family emergencies
  • Transporting goods
  • Transporting public strategic goods
  • Alcohol and oxygen-producing establishments
  • Activities for public interest
  • Public and private health emergency services
  • Pharmacies
  • Firefighting services
  • Clean water and electricity supply services
  • Telecommunication operation services
  • Gas stations
  • Hotels and guesthouses
  • Other necessary services as approved by local authorities

Article 5 - Yellow Zone

During the lockdown in “Yellow Zones”, travels, business activities, gatherings or meetings have been permitted, banned or restricted as follows:

  • Traveling within the “yellow zone” is permitted. Leaving the “yellow zone” by crossing the “red zone” and the “orange zone” or to areas outside Phnom Penh and Ta Khmao City are permitted under Article 3, Article 4 and Article 6 of this decision.
  • All business activities are permitted except schools, entertainment businesses (karaoke, beer gardens, clubs, resorts, parks, massage, cinemas, theaters, museums, gyms or sports centers). The authorities may prohibit other kinds of business activities if deemed necessary.
  • Private gatherings/meetings of more than ten (10) people are prohibited except among household members, preparation for funerals as determined by relevant authorities, public officials, health officials to implement health measures, and other emergency services.
  • All alcohol-involved gatherings are prohibited.
  • Travel bans are implemented in the “yellow zone” by temporarily suspending all traffic flow and business activities from 2000H to 0500H except in the following cases:
  • Travel of authorized government officials and police officers;
  • Health emergencies
  • Family emergencies
  • Transporting goods
  • Transporting public strategic goods
  • Alcohol and oxygen-producing establishments
  • Noodle-producing and supplying establishments
  • Activities for public interest
  • Public and private health emergency services
  • Pharmacies
  • Firefighting services
  • Clean water and electricity supply services
  • Telecommunication operation services
  • Gas stations
  • Hotels and guesthouses
  • Other necessary services as approved by local authorities

 

Article 6 - Entering and exiting Phnom Penh and Ta Khmao

Leaving, entering, and crossing Phnom Penh and Ta Khmao lockdown areas are permitted in the following cases:

  • Food delivery services for those in the lockdown areas, but without transporting any passenger;
  • General goods transportation going in and out of lockdown areas for social and economic purpose of the country;
  • Travel of authorized government officials at national and subnational levels for daily work;
  • Travel to the closest hospitals/health centers for health emergency purposes with a maximum number of four (4) people per case;
  • Travel od public and private health emergency service officials and personnel
  • Travel of firefighting services officials and personnel;
  • Travel of officials and personnel of clean water, electricity, and telecommunication services with an endorsement letter or travel permit from the Committee;
  • Travel of garbage collection and transporting staff;
  • Transporting workers to factories-enterprises in the “yellow zone” with the approval letter from the Ministry of Labor and Vocational Training (MLVT) except transporting workers out of “red zone” and “orange zone,” which is prohibited; and
  • Other necessary occupation or business activities approved by the authorities.

 

Article 7 - Civil Aviation Sector

Operations of the civil aviation sector in the lockdown areas can be resumed normally. Travel related to this sector are permitted in the following cases:

  • Passengers traveling to the airport with identification and travel documents and must adhere to health measures.
  • Travel of airport officials and personnel with identification documents, endorsement letter or approval letter issued by the Committee.
  • Travel of aircrew members or flight officials are permitted with identification documents, endorsement letter or approval letter issued by the Committee.”

As of this time, there has been no announcement on the areas classified as Orange and Yellow Zones. The Embassy encourages all Filipinos to continue monitoring the situation through the local news and this page for advisories and announcements.
