LOCKDOWN MEASURES IN PHNOM PENH AND TA KHMAO CITY

The Philippine Embassy in Phnom Penh, Cambodia informs all Filipinos in Cambodia that on 14 April 2021, the Royal Government of Cambodia has decided to place Phnom Penh and Ta Khmao City of Kandal Province under lockdown for 14 days, effective from 00:00H on 15 April 2021 to 28 April 2021.

During the lockdown period, every individual is prohibited from leaving home or residence if not necessary, except in the following cases:

  • Traveling to work​ or operate businesses, which are allowed under the revised Article 3 of the issuance with travel permit, ID card and employment certificates;
  • Traveling to obtain food, medicines and other daily necessities with a maximum of two (2) people from each home/residence with and not more than three (3) times per week, and only the nearest shops in the residential area is permitted. Cambodian National ID Card/other IDs should be brought when traveling. The Embassy has received information that travel for this purpose must be authorized by the competent local authority/Sangkat, as coordinated with the local security/police in the checkpoint areas located near the respective residence/area;
  • Traveling for health emergencies, including going to hospitals, health centers, maternity or clinic within the lockdown area is permitted. Traveling shall be permitted by the authorities with no more than four (4) people at a time and strictly complying with health measures such as wearing face mask and maintaining social distancing;
  • Traveling for the purpose of meeting health officers for COVID-19 swab test or to get the second dose of vaccine against COVID-19. Vaccination process for the first dose has been temporarily suspended during the lockdown;
  • Traveling for an activity, which serve the public interest, or other necessary purposes as requested or determined the authorities;
  • Individual sport activities shall only allowed within the respective residence/house;
  • Traveling diplomats or personnel of Embassies, UN Agencies, International Financial Institutions, International Organizations and International NGOs by presenting documents indicating identification and employment papers and may be accompanied by a Cambodian driver;
  • Traveling reporters by presenting documents indicating identity and job, and permit from the Ministry of Information;
  • Air travel and travel to/from the airport within the lockdown areas are permitted with identification documents and travel-related documents, subject to health regulations and health measures; and
  • Traveling due to other urgent and necessary purposes with the approval from the competent authorities handling lockdown.

Under Article 3 of the issuance, employment, professional and business activities that are not basic necessities shall be prohibited during the lockdown with the following exceptions:

  • Activities by public institutions, armed forces, sub-national administrations, and health workers;
  • Factories, enterprises, handicrafts or pharmaceuticals and manufacturers of medical supplies;
  • Factories, enterprises, handicrafts or food and grocery processing facilities, including slaughterhouses that produce basic necessities;
  • Activities pertaining to provisions of public service, including fire, electricity, and water supplies, rubbish collection, as well as rubbish-solid waste transportation;
  • All online employment, profession, and business activities;
  • Deliveries/supplies of basic necessities, including goods shops, wholesale and retail markets, organized groceries supermarkets and shops, marts and restaurants and canteens selling takeaway, petroleum and gas stations or suppliers of other daily necessities permitted by a competent authority;
  • Supplies of basic necessities, including emergency service, health and pharmacy service, post-telecommunication, bank and financing service, and other basic daily services permitted by a competent authority, but shall be subject to limited number of staff;
  • Guesthouse and hotel services, but shall be subject to limited number of staff;
  • Food and groceries delivery services serving in the lockdown areas;
  • Entry-exit goods transportation or transit transportation services serving the country’s socio-economic sectors;
  • Staff for managing and maintaining supplies of goods/groceries, but shall be subject to limited number of staff;
  • Transportation of people under quarantine and patients out of a hospital/treatment facility as permitted by a competent authority; and
  • Employment, profession or business activities permitted by a competent authority.

In all the above-mentioned exceptional circumstances, every individual shall be required to wear a mask and keep a physical distance and adhere to sanitation and temperature screening.

Certain areas have also been classified as Red Zones, where all individuals in a specific area are prohibited from leaving their home. Markets, groceries and other businesses in these areas will be temporarily suspended, except for public services. In Phnom Penh, three districts have been designated as Red Zones, which are (i.) Sangkat Steung Meanchey I, II, III of Steung Meanchey district; (ii) Sangkat Choam Chao I of Por Senchey district; and (iii.) Village No. 14, No. 16, No. 17 of Sangkat Boeung Salang, Toul Kork district.

The curfew 8:00 PM - 5:00 AM imposed within Phnom Penh will also be enforced until 28 April 2021.

 

Restrictions on travel from a province to another province/city were extended until 28 April 2021.
