According to WHO’s 12 March 2020 Situation Report, there are now 25,048 confirmed cases of COVID-19 infection around the world, with 80,981 in China, and 44,067 cases in 117 other countries. There have been 4,613 deaths worldwide, 3,173 of which happened in China. WHO has recently characterized COVID-19 as a pandemic, but WHO’s Director-General has emphasized that it is a controllable pandemic.

To date, Cambodia’s Ministry of Health has confirmed five (5) imported cases of COVID-19 infection. The latest three cases involved foreigners in Kampong Cham traveling in a river cruise from Vietnam. The rest of the ship’s passengers and crew members have been tested and quarantined.

Though there has been no confirmed case of local transmission in Cambodia, the Embassy nevertheless has implemented the following measures to reduce the risk of exposure:

  • Exercise social distancing through the implementation of an online appointment system for all consular transactions, effective 16 March 2020. Walk-in clients, except for senior citizens, pregnant women, persons with disability (PWD), and carrying infants, will not be allowed entry if they have no prior appointment schedules.
  • Clients exhibiting flu-like symptoms (i.e., fever, dry cough) must not come to the Embassy and are advised to postpone their appointments.  
  • Body temperatures will be taken by a non-contact thermometer before entry.
  • Clients must sanitize their hands before entering the Embassy building. Hand sanitizers located at the guardhouse.

Yesterday, 12 March 2020, President Rodrigo Roa Duterte has decided to raise the Code Alert System for COVID-19 in the Philippines to Code Red Sublevel 2, which entails stringent social distancing measures in the National Capital Region for thirty (30) days. These measures include the following:

  • The suspension of classes in all levels in Metro Manila until 12 April 2020.
  • Mass gatherings shall be prohibited.
  • Work in the Executive Branch shall be suspended during the same period, except for a skeletal workforce.
  • Flexible work arrangements shall likewise be encouraged in the private sector.
  • Mass public transports, such as the Light Rail Transits, the Metro Rail Transits, and the Philippine National Railway shall continue in operation, following guidelines by the Department of Transportation intended to ensure social distancing.
  • Land, domestic air, and domestic sea travel to and from Metro Manila shall be suspended until 14 April 2020, 23:59H.
  • Entry travel restrictions shall be imposed upon those traveling from countries with localized COVID-19 transmissions, except for Filipino citizens including their foreign spouse and children, if any, holders of permanent resident visa, and holders of diplomatic visas issued by the Philippine Government.
