PHILIPPINE PASSPORTS SHOULD NEVER BE USED AS
COLLATERALS/GUARANTEE FOR LOANS/OBLIGATIONS
The Embassy of the Philippines in Phnom Penh reminds all Filipinos in Cambodia that, in accordance with the Philippine Passport Act (Republic Act 8239), all Philippine passports are property of the Government of the Republic of the Philippines and, thus, should never be used as a collateral or guarantee for loans or obligations.
Pursuant to Foreign Service Circular 214-99, Philippine passports reported held as guarantee or collateral will be automatically cancelled rendering it invalid for purposes of travel and guaranteeing payment of loans/obligations.
Filipinos found using their Philippine passports as collateral/guarantee may be penalized by inclusion in the Department of Foreign Affairs’ Watchlist (1st offense) or denial of passport application and endorsement to the National Bureau of Investigation (2nd offense).
Filipinos or non-Filipinos who accept Philippine passports as a collateral/guarantee for loans/obligations may also be subject to penalties, such as inclusion in the DFA’s Watchlist or the Philippine Bureau of Immigration’s Blacklist.

Ipinaaalala ng Embahada ng Pilipinas sa Phnom Penh sa lahat ng mga Pilipino sa Cambodia na ayon sa Philippine Passport Act (Republic Act 8239), lahat ng pasaporte ng Pilipinas ay pag-aari ng Gobyerno ng Republika ng Pilipinas, at sa bisang ito, hindi kailanman maaaring i-sangla o gamitin bilang garantiya sa utang o sa anumang akto liban sa tamang paggamit ng pasaporte.
Ayong sa Foreign Service Circular 214-99, ang pasaporte ng Pilipinas na ginamit bilang garantiya o collateral para sa mga utang or loans ay awtomatikong kanselado kapag nai-report na ng may-ari ng pasaporte.
Ang Pilipinong gumamit ng kanyang Philippine passport bilang collateral o guarantee ay maaaring patawan ng kaparusahan tulad ng pag-sama sa Watchlist ng Department of Foreign Affairs o DFA (sa unang paglabag) o pag-deny ng passport application at endorsement sa National Bureau of Investigation (sa pangalawang paglabag).
Gayundin, ang sinumang tumanggap ng Philippine passport bilang collateral o guarantee ay maaring isama sa Watchlist ng DFA at Blacklist ng Bureau of Immigration ng Pilipinas.
