The Embassy of the Republic of the Philippines in Cambodia informs the Filipino community in Cambodia that the Government of the Kingdom of Cambodia will begin implementing stricter immigration rules and regulations, including the deportation of foreigners who have committed crimes, have invalid passports/travel documents, suffer mental illness, and are unable to financially support their stay in Cambodia.
Amin pong ipinapaalam sa lahat ng mga Filipino na namamalagi sa Cambodia na ang Pamahalaan ng Cambodia ay magsi-simulang magpapatupad ng mas istrikto na batas at alituntunin nito patungkol sa immigration, kagaya ng pag-deport sa mga dayuhan na nakagawa ng krimen, hindi valid na passports o travel documents, mayroong kapanasang mental, o di kaya ay walang kakayahang pinansiyal para suportahan ang pamamalagi sa Cambodia.
Below is an excerpt of a new Prakas recently circulated by the Royal Government of Cambodia.
Ang sumusunod po ay hango sa Prakas na kamakailan ay inilathala ng Pamahalaan ng Cambodia.
Article 1:
This Prakas aims to determine the “expulsion, deportation and limitation of duration from prohibiting foreign nationals who have committed crimes from entering into the Kingdom of Cambodia.”
Article 2:
The expulsion, deportation from the Kingdom of Cambodia shall be implemented to foreign nationals in any of the following cases:
- Holding invalid Passports or Travel Documents;
- Having suffered mental problems;
- Have names recorded in the Black List of the Ministry of Interior;
- Have serious transmitted diseases announced by the Royal Government of Cambodia;
- Involvement in criminal activities, even outside the Kingdom of Cambodia;
- Travel record is unclear;
- Travel purpose is unclear;
- Lack of self-subsistence and support from any family member;
- Falsifying, unpermitted correction, overwriting or adding unpermitted data on Travel Documents, Visas, Residence Cards, Work Permits or other related documents;
- Have been expelled and deported from the Kingdom of Cambodia, unless permitted to enter Cambodia by the Minister of Interior;
- Illegally entering Cambodia through other vessels, vehicles, trains or aircraft;
- Ministry of Interior has sufficient reason to prove that the foreign person is proximate to committing any act affecting public order, social morality as well as national and international security.
The prohibition from entering into the Kingdom of Cambodia on foreign nationals shall be as follows:
A. Definitive Prohibition:

Have committed serious crimes
-
Have been deported for the second time
-
Have suffered mental problems
B. Provisional Prohibition for Five (5) Years

Have been expelled through extradition, agreements, cooperation with the signatory countries
-
Illegal stay in the Kingdom of Cambodia over the duration of three (3) years
C. Provisional Prohibition for Three (3) Years
-
Illegal entry into the Kingdom of Cambodia
-
Have committed misdemeanor within or outside the jurisdiction of the Kingdom of Cambodia
-
Falsifying, unpermitted correction, overwriting or adding unpermitted data on Travel Documents, Visas, Residence Cards, Work Permits or other related documents
-
Have committed criminal offenses.
-
Have bad conduct that affect public order, social morality as well as national and international security.

Illegal stay in the Kingdom of Cambodia exceeding one (1) year up to three (3) years.
D. Provisional Prohibition for One (1) Year
-
Lack of self-subsistence and support from any family member;
-
Have been fined for being a recidivist
-
Illegal stay in the Kingdom of Cambodia exceeding six (6) months up to one (1) year
E. Provisional Prohibition for Six (6) Months

Illegal stay in the Kingdom of Cambodia exceeding one (1) month up to six (6) months
-
Holding invalid passports or travel documents
Through the General Department of Immigration, an applicant may submit the request to the Ministry of Interior for the exemption from the expulsion, deportation and the limitation of duration for prohibition from entering into and staying in the Kingdom of Cambodia, either definitive or provisional.
The applicant is eligible to file a lawsuit within two (2) months as stipulated in Article 38 and 39, Chapter 6 of the Law on Immigration.
Travel expenses (including the cost of travel documents and transportation) shall be borne by the applicant.
The prakas took effect on 05 April 2016.
The Embassy strongly encourages all Filipinos to abide by Cambodian law, and to be informed of foreigners' rights and obligations in Cambodia.
